Detainee, inmate, offender, and resident are not interchangeable. A county jail inmate may be awaiting court, serving a short county sentence, held on a warrant, or held for another agency. Contacting a Wapello County Inmate
Phone and video service use Prodigy and InmateSales. The county jail page states that calls cost $0.30 per minute and SMS messages cost $0.15 each. Inmates use their phone-system PIN, then choose video visitation and enter the called party's cell number.
